Symptoms

A user clicking the "Change/Add Dependent Data" hyperlink on the Dependents/Beneficiaries election entry page is notified of access is not authorized when navigated via On Demand Event Maintenance (ODEM) election entry page.

STEPS

The issue can be reproduced at will with the following steps:
1. Click "Change/Add Dependent Data" hyperlink on the Dependents/Beneficiaries election entry page navigation: Benefits > Manage Automated Enrollment > Events > On-Demand Event Maintenance
