ESOCIAL: Annual S-1299 Event Generated in the Incorrect Month.

Symptoms
Customer applied <Bug 31398641>.
Run the S-1299 event for a monthly payroll (Closing Periodic Events) and has been generated the XML file for the annual event in addition to the monthly event.
Annual S-1299 event should only be generated on December when paid the 13o. salary.
Steps to reproduce the issue:
1. eSocial needs to be correctly configured.
2. Calculate and finalize payroll.
3. Run all monthly events.
4. Navigate to Global Payroll & Absence Payroll-> Absence and Payroll Processing-> Reports-> eSocial BRA-> eSocial Period Controls.
5. On the Run Control page, select the Event Code S-1299, Competency Year, Competency Month and Selection Criteria.
6. Run
7. Review the XML's generated.
