Symptoms

When installing CS Upgrade Source Image 004 the delivered Oracle Client from the Image is 12c (12.1.0.2) (64-bit) and the database is Oracle Server 19c (19.3.0.0) and the connectionto the database fails when using 12c client with the following error:






The issue can be reproduced at will with the following steps:
1. Install CS Upgrade Source Image 004
2. Cannot connect to database using 12c Client
