The Partial String in the Manufacturer ID / Supplier Item ID does not Provide Search Results when Adding a Special Request Item

Symptoms
The Partial string in the Mfg ID / Supplier Item ID does not provide search results when adding a special request item
The issue can be reproduced at will with the following steps:
Setup
1. Navigate : eProcurement > Administer Procurement > Maintain System Users and Roles > Assign Role Actions to Roles
2. Select Requisition
3. Select the Role Name
4. Goto REQSRH Category
5. Enable SPECIAL_REQUEST_SEARCH Action
6. Save
7. Navigate : eProcurement > Administer Procurement > Maintain Overall System Options > eProcurement Installation Options > Search Settings
8. Expand Special Request Search Options
9. Check all the fileds (Item Description, Category ID, Supplier ID, Supplier Item ID, Manufacturer ID, Manufacturer's Item ID)
10. Save
Transaction
1. Click eProcurement Tile
2. Click Requisition Tile
3. Click Special Request
4. Enter Item Description, Category ID, Supplier ID, Manufactuer ID, Manufacturer's Item ID)
5. Enter Partial String in Supplier Item ID (Example 91)
6. Click Add
Issue : Instead of bringing up search results that match the data, the system immediately adds a special request item
