Symptoms
ExcelToCI used with the PGM_RESOURCE component interface allows to add invalid team members to projects. It is not validating the field before loading the IDs to projects.
Steps to replicate the issue:
1. Use ExcelToCI with the PGM_RESOURCE component interface.
2. Fill the input data and add an employee in the TEAM_MEMBER field that does not exist in the database.
3. Stage the data.
4. Submit the data.
