E-CA: PSEMHub Validation Shows Application Server and Process Scheduler Status as Stopped When They are Running (Doc ID 2722822.1)

Symptoms

The EMagent which is running as a windows service do not report data to the PSEMHUB.
The Application Server and Process Scheduler is up and running.

After stopping the EMagent Serivice, delete the Service, and re-install service, the HUB is not receiving data from the EMagent
While doing validation, it shows the servers as Stopped, even though they are running

(Step 4) Discovering Hub Environments.
  EM Agent Machine Name: , PeerID: 9, Type: Application Server, Status: Stopped
  EM Agent Machine Name: , PeerID: 9, Type: Process Scheduler, Status: Stopped

If running the command prompt version of Startagent on the test server, the Hub will see it and will report it as Running.
It is the windows service that did not send info to the HUB.
