Issues With Database Locking When Running SSR_HE_DATA Process

When running the SSR_HE_DATA process locks are occurring caused by the following SQL:
UPDATE PS_SSR_HE_IN_EX_FL SET SSR_HE_ACTIVE = :1 WHERE INSTITUTION = :2 AND SSR_HE_RET_NAME = :3 AND SSR_HE_ACTIVE = :4
The issue can be reproduced at will with the following steps:
1. Records and Enrolment > HESA Reporting > Extract Processing > Create Extract
2. Note the system locks when running
