EPY: When an Employee Updates the Account Number for an Existing Row in Fluid Payroll Direct Deposit Tile the Prenote Flag Does Not Turn On (Doc ID 2724170.1)

Symptoms

When an employee goes into the Fluid Payroll Tile and Direct Deposit Tile and chooses to update the account number for an existing row in Direct Deposit Self Service, the prenote flag is not being triggered to 'Y'.

However, when an employee inserts a new row, the prenote flag is setup correctly and working as expected.
 
The customer expects the Prenote flag to be triggered when an employee in Self Service changes the account number of an existing row.

This also occurs in the Classic Self Service page for Direct Deposit.
