Symptoms
In Fluid Life Events, employees can elect to cover dependents not allowed or not cover dependents who are required by Coverage Code Controls on the Event Rule when Coverage Codes are specified base on Total Covered Persons.
STEPS

The issue can be reproduced at will with the following steps:
1. Create a Divorce Life Event (Navigation: Employee Self Service > Benefits Details tile > Life Events tile).
2. Proceed through Event to Benefit Enrollment step.
3. Select Medical card.
4. Select Spouse for coverage.
5. Click Done to save the election.
