E-AWE: Workflow Step Transactions are Getting Self-Approved After Applying PUM 34 (Doc ID 2724867.1)

Before applying PUM 34, transactions without approvers trigger an error, and are routed to the workflow administrator's queue.

After applying PUM 34, transactions show that they are being routed to the administrator for approval, but they are automatically approved prior to actual approval.

The issue can be reproduced at will with the following steps:

1. Submit a requisition without an approver.
