EPY: When Prerequisite Bugs May Be Pulled in 9.2 Payroll for North America for the Tax Update, Do We Need to Apply Them?

Goal
The customer is looking for clarification regarding a Gotcha that was brought up in the current Tax Update Advisor Webcast mentioning a set of prerequisites that do not appear to be Tax Update specific may be pulled into the Tax Update this time.
Does the customer need to apply the patches along with the tax update for the Tax Update to work? or does the customer need to remove these patches when creating the Change Package?

The Tax Update 20-D Webcast Gotcha states:
Because of functional and technical pre-reqs, the following patches may be pulled into the PUM package even though these patches are not tagged with 20-D.
