GPUK Retro Trigger is Being Generated With Wrong Effective Date

When trying to perform some changes in Maintain Tax Data GBR Page, a retro trigger is being generated with wrong effdt. It's generated with the effdt of previous row.
This behavior cause more array utilization in the Payroll Process.
The issue can be reproduced at will with the following steps:
1. Global Payroll & Absence Mgmt > Payee Data > Taxes > Maintain Tax Data GBR > Maintain Tax Data GBR
2. Add/modify any change in Maintain Tax Data GBR Page and a retro trigger is being generated with the wrong effective date
