Loan Origination (FAPLBOG1) Fails to Originate with Log Message Referencing 'Incomplete Origination' and 'Missing Disbursement ID'.

When running loan origination, the process is completing successfully, but loans - both new and adjustments - are failing to originate, with the log messages indicating "Incomplete Origination for <id>, <disbursement plan>, <disbursement id> - Missing Disbursement ID".
The issue likely won't occur with all loans, but may affect anywhere from a few to many.
The issue can be reproduced at will with the following steps:
- Navigate to Financial Aid > Loans > Process Loans > Loan Origination.
- Enter the run control information.
- Run the process.
