Receive Error " The current user does not have Add authority for requestor XX" When Approver Edits Requisition from Edit Requisition link in Fluid Approval Page (Doc ID 2727436.1)

Symptoms

Receive error " The current user does not have Add authority for requestor XX" when Approver edits Requisition from Edit Requisition link in Fluid Approval Page.

In order to edit a submitted ePro Fluid requisition from the Pending Approvals page or from the Worklist, we have to give Add Authority in user preferences to users who are mapped to Requisition Approver roles but not Requester roles. Shouldn't Update Authority for all the BU's requesters be enough for approvers to edit submitted ePro Fluid requisitions form the Pending Approvals page or from the Worklist.

Steps to reproduce the issue:

1. Requisition Approver who is not mapped to a Requester role has Update authority for themselves and all other Requesters in their BU.
2. Click Requisition Authorizations link
3. Req Approver clicks on the Approvals tile and selects a pending requisition to approve from the Pending Approvals page.
4. User clicks the Edit Requisitions link to edit the requisition.
5. Receives the following message:
