Receive Error: Requester not found for user id XXXX When Default Requester is Not Setup in User Preferences for Approver to Edit Requisition from Fluid Approval Page (Doc ID 2727437.1)

Symptoms

Receive Error: Requester not found for user id XXXX when default Requester is not setup in User Preferences for Approver to Edit Requisition from Fluid Approval Page.

Requisition Approvers who are not Requesters need to be setup with themselves as the default Requestor_id in the OPR_DEF_TBL_PM user preference table. This will allow them access to edit reqs using the edit requisition link on the
approvals tile. Without this, they get the error message that says they are not setup as a requestor.


Steps to reproduce the issue:

1. Enable workflow.
2. XXXX is the approver. Approver has only Edit Authority and there is no default requester present in the OPR_DEF_TBL_PM user preference table.
3. Login as YYYY and create the requisition which gets routed to XXXX for approval.
4. Login as Approver XXXX. Click on Edit Requisition from Approval page.
5. It does not allow XXXX to Edit the requisition because there is no default requester setup for XXXX.
