Attempt To Update Contact Details On Open Enrollment Personal Information Page Triggers Error "Your changes were not saved to the database." (Doc ID 2728066.1)

When an employee tries to update Contact details on the Personal Information step of the Open Enrollment Activity Guide, he/she gets the following error:

Your changes were not saved to the database.

The issue can be reproduced at will with the following steps:
1. Employee navigates to Employee Self Service homepage > Open Enrollment tile.
2. Employee proceeds through the Open Enrollment Activity guide to the Personal Information step.
3. Change contact details and attempt to save.
