System Does Not Check for Duplicate TIN Number or DUNS Number During Supplier Registration

Symptoms
After applying image 37, Supplier Registration ignores duplicate TIN when new suppliers are registered with existing TIN number.
Steps to reproduce the issue:
1) Navigate to Suppliers -> Supplier Registration -> Register Suppliers
2) Key in a existing TIN number
3) Click the next button(system does not throw a error for duplicate value)
