When an employee logs in to Portal and selects the Benefit Details tile, all tiles on that page are displaying the stated error; however, they actually do have access because when they click on the tile, it still works. These tiles display properly when the employee logs in directly to HCM.

The issue can be reproduced at will with the following steps:
1. Employee logs into Portal.
2. Select the Benefit Details tile.
