Symptoms

XML Parser error when returning items from cart to PeopleSoft

When trying to create a direct connect order and bring the items from the supplier cart back into PeopleSoft getting a XML parser error and no items are returned. 

The issue can be reproduced at will with the following steps:
1. Create a new requisition
2. Punchout to supplier website
3. Choose any item and add to cart
4. Press on Submit order for approval.  Getting error:
