EPY: Automatic Tax Data Doesn't Allow Editing Of State Rows When Federal Row Is 2019 Or Earlier for MSRRA Employees (Doc ID 2730328.1)

Automatic Tax Data doesn't allow editing of state rows when Federal row is 2019 or earlier for MSRRA employees.

When an employee with a 2019 Federal Tax data row is relocated to CO, NM, ND, or UT, automatic tax data defaults to the state default value instead of the Federal Tax Marital Status.  It also makes the state un-editable which does not work for our MSRRA employees. This was fixed for self-service and also needs to apply to automatic tax data.

There are various scenarios where the employee (MSRRA) does not allow the changes to State Tax Data:

Automatic Tax Update

Verify that the Federal Tax Data is "2019 or Earlier"

Employee is in a different State that is not referenced in the description

Go to the JOB data record and insert a new effective dated row that puts the employee into "Colorado"

Verify that the State Tax Data does not allow you to make a change which is required for "Military Spouse Resident Relief Act" - MSRRA


Lock in Letter

Federal Tax Data has "2019 or Earlier" and Lock in Letter received is checked on

State Tax Data is "SD"

Insert a row with an effective date in 2020 but the radio button on the Federal Tax Data still remains as "2019 or Earlier"

Change the State to "CO"

The system makes those fields not editable and leaves the marital status blank which causes and error on save.

When you change the radio button on the Federal Tax Data to '2020 or Later", it allows you to save but unable to make a change to the marital status


Self Service

Federal Tax Data is "2020 or Later"

State Tax Data is "CO"

Navigate to Self Service for W4 Information and make it "Exempt"

Go back to the Federal Tax Data and it is now "Maintain Taxable Gross" and the State Tax Data says the same.  The user indicating for the MSRRA employees that they want to the ability to change it to "Do Not Maintain Taxable gross" but the State Tax Data is not editable



Find an employee that has 401K balances that is tied to "CO" that is 2019 or Earlier

Run the TAX504

Run the TAX103 SQR

Unable to make any changes to the State Tax Data
