Non Base Compensation Code is not calculating when Rate Used is 'Hourly'

We applied Tax Update 20-C to our test environment and all of our non base compensation codes are not paying on the paychecks.

It looks like it has to do with the "Rate Used" which says Hourly versus FLSA Rate.

The hourly rates should be calculated for the non base compensation codes.

The issue can be reproduced with the following steps:

1. Create non base compensation codes that is using an hourly rate.

2. Create paysheet 

3. Update PSHUP_TXN that includes compensation rate codes

4. Use a custom load to populate the paysheets

5. Run payroll calculation and it does not calculate an amount.
