Cursor Spins when Benefits Tile Selected on Benefits Fluid Open Enrollment when Accessed through Portal (Doc ID 2731074.1)

Symptoms

When accessing Open Enrollment enrollment page through the Portal Interaction Hub with Unified Navigation, clicking a tile for any specific Benefit Plan Type causes the cursor to simply spin when using either the Chrome or Internet Explorer browsers. When using the Firefox browser, the tile opens in a small window with contents mashed together; the window cannot be resized, but the Done and Cancel buttons work.

Steps to reproduce the issue:

     1. Employee logs into the Portal Interaction Hub with Unified Navigation.
     2. Employee selects the Open Enrollment tile and navigates through the Activity Guide to the Benefits Enrollment step.
     3. Employee select the tile for any specific benefit.
