EAP WTHD20: Launching the APX2020 Report Process Abends at Step APX2020.MAIN.GENFILE Due to No Access Granted for New Record APX2020_TMP

Symptoms
Having applied the latest 1099 Patch Updates for Fiscal Year 2020, Users are launching the Withhold 1099 Report Job (AP_1099 PSJob), but the system abends in No Success when trying to run APX2020 BI Publisher Report process, stating that access to Record APX2020_TMP does not exist on the Groups available.
REPLICATION STEPS:
1.- Have the latest 1099 Patch Updates for 2020 implemented into the FSCM 9.2 environment
2.- Log into the FSCM 9.2 Online Application as a Payables User
3.- Navigate to: Suppliers > 1099/Global Withholding > 1099 Reports > Withhold 1099 Report Job
4.- Create a new Run Control ID with all needed criteria for Fiscal Year 2020
5.- Launch the delivered AP_1099 PSJob
6.- Confirm that the APX2020 sub-process report when to No Success with an Error Message
ERROR MESSAGE:
" The record (APX2020_TMP) does not exist in the access groups available to you. (29,6)
Error in updating query definition while syncing expression definitions (50,342)
Error in getting prompt record because of invalid query handle (50,374)

Payables Users are unable to successfully run the APX2020 report process, which delays 1099 tasks for the upcoming 1099 season and reporting to the IRS authorities.
The 1099 Report Job should complete as per expected, and generate the 1099 related files, as well as all 1099 Reports needed.
