EPC: Total Distributed Budget Is Zero in the Budget Plan if the Project Is Not Active

Symptoms
Total Distributed Budget is displayed as zero in the Budget plan if the project is not active.
Steps to reproduce the issue:
1. Create a project in Pending status.
2. Create an activity.
3. Create a budget plan.
4. Add a budget item in the Budget Detail page and distribute the amount.
5. Click on Even Spread and then save.
6. Return to Budget Plan. Total distributed amount is zero.
If activating the project, the total distributed amount is reflected.
