Emergency Contact Address Validation Is Not Giving Expected Results

Symptoms
System is allowing to save incorrect postal address in Emergency Contacts in the Personal Details Page.
Warning Message
'Correct Postal code formats for USA are 99999, 99999-9999.
Select Ok to reedit Address, Cancel to ignore message.'
The issue can be reproduced with the following steps:
1. Login to Employee Self Service > Goto Personal Details Tile > Click on Emergency Contacts
2. Add Contact Name and Postal Address as 345
3. Click on Save
4. Warning Message observed but the Address can still be saved
5. It is expected that an error message should show which should not allow the Address to save.
