Accessibility: Components Like Shopping Cart not Highlighting Correct Button/Location After Closing Modal Windows

Symptoms
On the Shopping Cart page, after selecting the "Delete" or "Validate" buttons, a message window appears. When closing those messages, the focus - represented by the highlighting of the button - does not return to the button that triggered the event, but rather always goes to the "Enroll" button.
When a modal dialog is closed, the expectation is that focus will be placed back on the element that triggered the modal dialog or, if that element no longer exists, on another element that provides a logical workflow.
The observed behavior violates wcag 2.4.3 (https://www.w3.org/WAI/WCAG21/Understanding/focus-order).
