When an employee elects an annual pledge for the new benefit year less than that in the current year, the following error message is triggered:

ERROR
-----------------------
Your pledge cannot be less than $x,xxx.xx, which is how much you have already contributed to this plan.

Steps to reproduce the issue:

     1. Employee elects an annual pledge less than that in the current year during Open Enrollment (Navigation: Employee Self Service > Open Enrollment tile > Benefits Enrollment step > Flexible Spending Accounts (FSA) card).
