EPY: Tax Update changes to the FED_TAX_DATA record with new field "FWT_FORM_VERSION" Are Being Overwritten During the HCM Upgrade to 9.2 (Doc ID 2733635.1)

Symptoms

When upgrading from 9.1 to 9.2, the 9.1 environment may have a newer Tax Update than the Upgrade scripts for 9.2. 
This is an issue with upgrading in Payroll for North America for customers who chose to purchase Tax Updates for their release after General Support ended for their release version of HCM.

The FED_TAX_DATA had to be changed in 2020 to accommodate the new forms.
In the process of upgrading to 9.2, the Federal Withholding may be reset to the 2019 form since the 2020 form did not exist in the upgrade script.
       - The Upgrade script currently includes PUM Image 24, but these changes are delivered in PUM Image 33.

This could affect any employees that have FED_TAX_DATA rows with Effective Dates that are on or after 1/1/2020.
     - FED_TAX_DATA rows that have changes on or after 1/1/2020 and have Form Version value = 'B' (2020 or later) in the 9.1 instances may be changed to 'A' (2019 or earlier) in the 9.2 instances.
     - This would cause  FWT_FORM_VERSION to be converted from 'B' to 'A' and any fields associated with the new FWT_FORM_VERSION to be reset to 'N' or zero.
                 - The associated fields are: FWT_FORM_VERSION, FWT_MULTI_JOBS, FWT_TTL_DEP_AMT, FWT_OTH_INCOME, FWT_DED_ADJ

Steps to Replicate this issue
----------------------------------------

1) Pay for and update Tax Update patches for a version lower than 9.2. 
2) Apply Tax Updates up to or beyond Tax Update 2019-E
3) Being the Upgrade to 9.2
4) The changes to FED_TAX_DATA, including fields FWT_FORM_VERSION, FWT_MULTI_JOBS, FWT_TTL_DEP_AMT, FWT_OTH_INCOME, FWT_DED_ADJ, are not marked as "custom" changes
5) Update the new 9.2 environment to PUM Image 33 or higher.

Changes

 This occurs during an Upgrade from 9.1(or earlier) to 9.2, which has upgrade scripts including PUM Image 24, then updating the new 9.2 environment to PUM Image 33.
          - The earlier version (ie 9.1) being upgraded must also have Tax Update patches applied to the equal level of the 9.2 HCM PUM Image 33 for their version.
