Absences with Error Workflow Status cannot be cancelled in Self Service

If an absence was submitted to workflow and could not find an approver and is in a status = Error then it cannot be cancelled in self-service. The page is display only, and cannot select the cancel reason.

The issue can be reproduced at will with the following steps:
1. Login as employee and navigate to Employee Self Service > Time (Tile) > Cancel Absences
2. Change the date of filter to go back to 2016.
3. Select one of the absences with Error - when the page opens unable to select cancel reason and cancel the absence (page is display only)
