E-AS/E-PC/E-QR: Query Manager Returning Wrong LOCALTIMESTAMP Value Depending On How Query Is Executed (Doc ID 2733984.1)

When running a Query that includes the LOCALTIMESTAMP value, inconsistent results and returned depending on whether or not the Query is run from using the "RUN" tab in Query Manager or from using the "HTML" or "EXCEL" links.
Time is off by an hour when run from "HTML" or "EXCEL" links but is correct when run using the Query Manager "RUN" tab in EDIT mode.

The issue can be reproduced with the following steps:
1. Navigate to Query Manager: "Reporting Tools > Query > Query Manager"
2. Search for any Query and click "HTML" or "EXCEL" links to execute the Query
3. Observe incorrect timestamp in results.
