SAD_UC_APPLREC Is Not Updated Following PUM 18 Changes (Doc ID 2734258.1)

Symptoms

SAD_UC_APPLREC is not updated following PUM 18. In PI18 the key structure of SAD_UC_APPLREC was updated. Unfortunately, the code that loads data from UCAS via staging records SAD_UC_I_STARN and SAD_UC_I_STARA does not correctly reference the new key structure.

You can reproduce this by:
  -  Having an existing application from UCAS, with all the relevant SAD_UC_* tables  populated, and an application stack in Campus Solutions
  -  Importing a newly-timestamped ivStarA row from UCAS with a change to any of the email address, postal address or telephone field
We see that the relevant records: ADDRESSES, EMAIL_ADDRESSES, PERSONAL_PHONE get updated, but SAD_UC_APPLREC does not.

Changes

Updates from UCAS to applicant addresses are being processed by SAD_UC_IMPAP into the base Campus Solutions records, but not updating the table SAD_UC_APPLREC. This table is supposed to be a reference copy of data from UCAS, so having it out of sync with both UCAS and Campus Solutions records is a big problem.
