E-AWE: Emails are Not Using the Sender Configured in the Workflow Notification Template

Sample site is on PeopleTools 8.58.04/FSCM 9.20 PI 37. After configuring emails in the workflow notification template, users received emails that were not using the sender configured in workflow notification template.
The issue can be reproduced at will with the following steps:
1. Trigger a Voucher approval email.
2. Check the email using an email client, and observe that the email sender is not the one configured in the workflow notification template.
