DEPT_SYNC is failing between FSCM and CS with the following error.

Error Message:

Error: SHARE, 001002, 1901-01-01: (0,0)
Invalid value -- press the prompt button or hyperlink for a list of valid values (15,11)
Error changing value. {SHARE, 001002, 1901-01-01: (0,0)}
An error occurred while changing the value of the field.

Steps to Reproduce
1. Setup DEPT_SYNC between FSCM (Subscriber) and CS (Publisher)
2. Create Department in FSCM
3. DEPT_SYNC is published ok by FSCM to CS but Subscription in CS is failing with the error
