EEX9.2:My Wallet History does NOT Reflect the Entered Currency Exchange Rate and Defaults to System Default for the Selected Currency (Doc ID 2739003.1)

Symptoms

Issue:
Foreign currency conversion rate that is displayed in My Wallet or brought in from My Wallet to an expense report is incorrect and uses the system default for the selected currency and NOT the entered value.  


Replication Steps:

1) Create a transaction in My Wallet
2) Enter a transaction and enter a foreign currency
3) Change the exchange rate and tab out of the field and then save
4) Exit the page and come back to Fluid Home Page
5) Select My Wallet Tile and select Wallet History

The actual exchange rate that is displayed on the page is incorrect.  The conversion rate stored in EX_TRANS is unchanged and the transaction amount and monetary amounts are correct.
