Symptoms

When attempting to process end of year annual payroll, the following error occurs.

 In Pgm Section : PSPPFDST-UPDATE-WORK-BUCKET(INSERT)
 With Return Code: 00805
 Error Message : ORA-00001: unique constraint (SYSADM.PS_BUDGET_ACTUALS) violated

The issue can be reproduced at will with the following steps:
1. Run PSPPFUND
2. Error occurs
