ELA: Asset Not Disposed When Expiring A Lease Which Has Amendment

Symptoms
Asset not disposed when expiring a lease with amendment.
The issue can be reproduced at will with the following steps:
1. Create a lease with 4 departments for 1/1/2020-12/31/2021 and a step lease. Accounting/Trans date of 1/1/2020
2. Run Month end processes for January and February
3. Create a remeasurement amendment for March and delete the last department row and add the difference to the third row
4. Run Month end processes for March
5. Retire the asset/lease as of 4/30/2020. The Asset will stay in service and not retire.
