Symptoms
Unable to track who activates Lease Amendments if the Amendment is created by a different user.
The issue can be reproduced at will with the following steps:
1. Log in as VP1
2. Create and activate a generic Lease
3. Create an Amendment as VP1, save but don't activate the Amendment
4. Log in as VP2
5. Activate the Pending Amendment as VP2
Expecting PS_RE_LSA FMS_LASTUPDOPRID to be updated to VP2.
