Symptoms
When attempting to create FSS,
the following error occurs.
ERROR

* provider.oci: can not create client, bad configuration: did not find a proper configuration for private key
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1- Login to PSFT Cloud Manager and go to Cloud Manager Settings
2- Click on File Server
3- Keep all values default, add mount target name as psft11mt
4- Click on Create
