Fluid users receive an error in employee self-service when multiple users are submitting Benefit enrollments at the same time.

The issue can be reproduced when completed by more than 8 users with the following steps:

1. Log in to employee self-service > Benefit Details Tile > Benefit Enrollment and select Open Enrollment.
2. Select a Benefit Plan's Tile and make an enrollment change.
3. Click Submit Enrollment.
