Symptoms

Change Assistant is giving an error when trying to complete the database setup.
Fail to test Access ID/Password: JNI error: java.lang.Exception: Error executing JNI call

The issue can be reproduced at will with the following steps:
1. Use Change Assistant Database Wizard at Define Database Screen
2. Test connection
3. Observe error
