Symptoms
Performance issue with BIPRELD process cause it gets stuck at BIPRELD.CFACTION.UPDSEQ step for 4 minutes when only about 10 invoices are to be processed.
REPLICATION STEPS

The issue can be reproduced at will with the following steps:
1. Create bill;
2. Billing Pre-Load Process - run BIPRELD- it has performance issues.
