E-DPK: Dbca -createDatabase Failed with "...ORA-27121: unable to determine size of shared memory segment..." (Doc ID 2746904.1)

Symptoms

During the setup of a PUM image, failure occurred at the stage "Setting Up PeopleSoft Database", and when running "./dbca -createDatabase -silent -responseFile <BASE_DIR>..." as in Doc ID 2695459.1, the following failure occurred:


The issue can be reproduced at will with the following steps:
1. Install the PUM image using DPK Native OS
2. Observe at the stage "Setting Up PeopleSoft Database" there is a failure and the psft_dpk_setup.log file shows the following issue: [FATAL] [DBT-50000] Unable to check for available memory.
3. Apply step (6) of Doc ID 2695459.1
