Symptoms
Extra blank row is generated in the header of the table when running report to RTF output.
In order to replicate the issue follow the below steps:
1. Create an RTF template that contains a table.
In the table header add numbered list.
2. Open the RTF template in BI Publisher Desktop.
3. Load sample XML file.
4. Preview it to RTF output.
