Symptoms
Tax amounts include the Additional Tax when gross up function is used.
Additional withholding amounts should not be included in gross ups.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create gross up payline with an earning
2. Use employee with additional amount set up on taxes
3. Run pay calc and see the tax amount includes Additional Withholding
Due to this issue, company is being charged for extra taxes when it shouldn't
