When the class has more than one learner group, Employees are not automatically enrolled into courses if using Automatic Enrollment from a policy.

Steps to Replicate Your Issue:

1. In the ELM Environment, the Administrator creates a course and class with multiple Learners and associates the class to an Automatic Enrollment Policy.
2. From the HCM environment, hires a new employee and triggers WORKFORCE_SYNC message to the ELM environment.
3. In the ELM environment, the Administrator runs the Process Asynchronous Data, which triggers the Automatic Enrollment process.
4. The new hire employee is not automatically enrolled in the class even though in the correct Learner Group.
