Financial Aid Term (FA Term) Rebuilds Enrolled Students to 'No Data' After Census Date (Doc ID 2749967.1)

When running the financial aid term build for the first time after the census date, some students were unexpectedly rebuilt with fa load of 'N' and source 'no data'.

Because the students are actually enrolled in Student Records, FA Term should have left them active and built based on their enrollments. 

The issue can be reproduced at will with the following steps:

1. In  Set Up SACR > Product Related > Financial Aid Term > Setup Financial Aid Term > FA Term Setup, assign a census date to the term and check the select and lock boxes. 
2. Run Financial Aid Term after the census date, for students who had most recently been (re)build prior to census.
