E-WF: Workflow Notification Is Still Received when User Workflow Checkbox Is Unchecked (Doc ID 2751390.1)

Symptoms

A delivered application engine (AE) program (e.g. SCRTY_OPRCLS) sends notification emails when the process is in Error, Success, or Warning status. The AE is also set to send emails to specific Role members (e.g. HR Administrator).  However, emails were received by users whose Workflow User option checkbox was unchecked.

NOTE: In the example below, user details/company name/address/email/ telephone number all represent a fictitious sample from the Oracle Demo Version Database.  Any similarity to actual companies or actual persons, living or dead, is purely coincidental, and is in no way intentional on the part of Oracle.

There are 2 accounts: AADAMS and AHO

AADAMS has the account unlocked and has the Workflow User option checked.
AHO has the account locked and had the Workflow User option unchecked.
Both accounts (AADAMS and AHO) have the HR Administrator Role

The expectations would be when a user does not have the Workflow option checked, the email should not be received. Also if the account is locked, the email should not be sent to that user.
