EEX9.2: Time Sheet is Stuck in Approval in Process When There Is No Project Line And Approved Using Classic Approval UI

Symptoms
Approver gets error when approving a Time Sheet with Only Personal Hours (no Project Hours). The Time Sheet is stuck in 'Approval in Process' . This happens when approving the Time Sheet using Classic approval UI. The same Time Sheet is approved successfully using Fluid Approval.
Steps:
1)Enter a Time sheet in classic page with All days as any Leave and in the Project Lines enter only the PC Business Unit , Project , and Activity but no hours in the Project Line.
2) Submit the Time Sheet
3) Now Go to Travel and Expenses > Approve Transactions > Approve Transactions.
4) Approve the Submitted Time report.
The Time Sheet is stuck in 'Approval in Process' and following error occurs:
