APT Item Sequence Is Not Starting From 10 On A New APT (Doc ID 2751712.1)

Symptoms

When you create a new APT / or delete and create a new APT, APT Instance number is starting from where the previous one left


The issue can be reproduced at will with the following steps:
1. Create an APT Instance and plan node
2. Add some items to the APT
It will show APT Items up to a point - for example 60 (in my example it was 120)
3. Delete the APT
4. Re create the APT
5. APT Item Sequence allocation starts from 130 so ends at 250 add an item
6. delete the APT and re create it - you will see this time that it starts from 260
So there is a counter somewhere that does not get wiped / cleaned
