Quantity Discrepancy When 'Non-Nettable' To 'Nettable' And Vice Versa (Doc ID 2753297.1)

Symptoms

Quantity available is not being calculated correctly when changing the storage location from 'Non-Nettable' to 'Nettable' and vice versa

The issue can be reproduced at will with the following steps:
Issue 1 : Qty Available is not updated to all the items
1. Navigate : Inventory > Manage Inventory > Review Inventory Balance Info > Inventory by Location

It has five items
select inv_item_id,qty_available from PS_BU_ITEMS_INV where business_unit='US010'  AND INV_ITEM_ID IN ('10071','10072','10073','10074','10076');
2. Navigate : Inventory > Manage Inventory > Review Inventory Balance Info > Item Balance by Unit
Item : 10071 ; Qty Available : 0
Item : 10072 ; Qty Available : 0
Item : 10073 ; Qty Available : 0
Item : 10074 ; Qty Available : 0
Item : 10076 ; Qty Available : 0
3. Navigate : Inventory > Maintain storage locations > Material Storage Locations
US010-AREA3-A3-R3-B3
The Nettable is unchecked
4. Check Nettable
Click Ok for the message (Stock has been found in this Location.  The Availability of these items will be Modified. (11100,213)
Save
5. select inv_item_id,qty_available from PS_BU_ITEMS_INV where business_unit='US010'  AND INV_ITEM_ID IN ('10071','10072','10073','10074','10076');
Issue 1 : Qty Available is not updated to all the items

Issue 2 : Uncheck Nettable Option
1. Storage Location : AREA3 : A1 : R1 : B1
select inv_item_id,qty_available from PS_BU_ITEMS_INV where business_unit='US010'  AND INV_ITEM_ID IN ('10028','10049','10050','10055','10067','10068','10090','10108','10111');
2. Storage Location : AREA3 : A1 : R1 : B1
Nettable is checked
Uncheck and Save
3. select inv_item_id,qty_available from PS_BU_ITEMS_INV where business_unit='US010'  AND INV_ITEM_ID IN ('10028','10049','10050','10055','10067','10068','10090','10108','10111');
Issue 2 : Only the first item 10028 has been changed, the other items have not been changed.
